Thank You, Harriet

Harriet Miller, who served as president of the Westwood Hills Property Owners Association for 25 years, passed away on New Year’s Day 2022, just three months shy of her 102nd birthday.  Harriet was a very special lady, and Westwood Hills is extremely fortunate to have had her as its president from 1976 to 2002, a pivotal period that saw rapid growth and urbanization in Los Angeles.

She loved our neighborhood, and we have all benefited from her caring and dedication, her acute intelligence, perceptiveness about people and politics, and gentle but nevertheless highly effective persistence in representing us with elected representatives and bureaucrats.

Upon learning of Harriet’s passing, Zev Yaroslavsky, who worked with Harriet in both his capacity as our City Councilman and as our LA County Supervisor, emailed us:  “I am so sorry to hear this news.  Harriet was one of a kind.  A person of impeccable integrity and intelligence.  I always felt that if I couldn’t convince Harriet of something, I probably needed to reconsider.  She was very consequential in helping to preserve the Westwood Hills community and its quality of life.  Harriet, at 103 years of age, was not cheated in longevity, and I feel blessed to have had the opportunity to work with her for the 19 1/2 years I represented her on the City Council.  Thanks for letting me know.” (emphasis added)

For those who are interested in making a charitable donation in Harriet’s name, two of her favorites were HIAS.org and the local radio station KCRW.

Below is an article that appeared in our Fall 2002 newsletter, upon Harriet’s retirement as president. From the perfect first paragraph to the last, Debbie Gendel captures Harriet’s wit, wisdom, and abundant contributions to our neighborhood, as well as the universal respect accorded her by the political and community leaders with whom she worked. Harriet’s commitment to our community continued well into her retirement, as those who had the good fortune of her friendship are well aware.

Historic Status Proposed for Westwood Building

At its November 19, 2019 meeting, the Westwood Community Council voted to support designation of the historic Kelley Music Building in Westwood as an Historic-Cultural Monument.  The WCC motion supports a unanimous vote by the Los Angeles Cultural Heritage Commission to support the Los Angeles Conservancy’s nomination of the 1930 Kelly Music Building (aka Alice’s Restaurant, Tanino Ristorante Building), designed by Master Architect Paul Revere Williams, and located at 1041-1043 Westwood Boulevard in Westwood Village, as a City of Los Angeles Historic-Cultural Monument, and to support the Commission’s recommendation that the Los Angeles City Council add this property to the City’s official list of Historic-Cultural Monuments. 

The Kelley Music Building is important for its association with the early development of Westwood Village and as one of the earliest commercial architectural commissions by master architect Paul Revere Williams. Completed in 1930, the Kelly Music Building was part of the initial development phase of Westwood Village, which officially opened in late 1929.

In June 2019, the Conservancy nominated the building for local Historic-Cultural Monument (HCM) recognition. On July 18, the Cultural Heritage Commission (CHC) voted in support to take the HCM nomination under consideration. 

On September 19, the CHC met to review and voted in full support of the HCM nomination. It will now go before the City Council’s Planning and Land Use Management (PLUM) committee. A date for PLUM has been set for November 26 at 2:30pm.

City Attorney Good Neighbor Laws

The following comes from a brochure provided by Los Angeles City Attorney Mike Feuer and offers the following “Tips on Keeping Los Angeles Livable”:

CITY PROPERTY

BUREAU OF STREET SERVICES, Street-Use (800) 996-2489:
Posting yard sale and other signs is not permitted on public property. (LAMC 28.04(a))

Property owners and renters are responsible for keeping the sidewalk in front of their house or business free of trash and debris (LAMC 41.46)

Trash containers can be put out no earlier than 6 PM before collection and must be removed by 8 PM afterwards. (LAMC 66.27

It is illegal to dump garbage of any kind on any street. (LAMC 66.27)

 

NOISE:

Construction in residential areas is limited to the hours of 7 AM to 9 PM during the week and 8 AM to 6 PM on Saturdays. It is banned on Sundays and national holidays. (LAMC 41.40)

Loud Noises from any musical instrument, stereo or other amplified device is prohibited if it interferes with someone’s peace and quiet. No sound should be audible more than 150 feet away from the boundary where it is being played. (LAMC 112.01(a)(b))

Car Alarms must become automatically silenced within five minutes. (LAMC 114.06)

Leaf Blowers may not be used before 7 AM. (LAMC 112.04)

FIREWORKS

It is a misdemeanor to use, sell, possess, or discharge fireworks in the City of Los Angeles. (LAMC 57.5608.1.2)

CARS

Home Car Repair must be done in a building or area that is hidden by a wall or fence. (LAMC 12.21A1(a), 12.21A8(a)) DEPT. OF BUILDING & SAFETY (888) 524-2845

RESIDENCES

Sanitation laws require dog owners to clean up after their dogs
immediately. (LAMC 53.49)

UCLA Plans on WCC Meeting Agenda

UCLA Vice Chancellor Michael Beck will discuss UCLA plans and operations at a meeting of the Westwood Community Council on Monday, September 17.  The meeting, which begins at 7 p.m. and is open to the public, will be held at Belmont Village Westwood, 10475 Wilshire Blvd.  Parking is available under the building.

Free Westwood Library Concert

Cellos will be center stage as 8 Brazilian Cellists perform at Westwood Library Concert. Join us for the first concert in the 2018 Season of our popular FREE Concert Series @ Westwood Library. We’ll be upstairs in the library on a Sunday afternoon when the library is not open for regular business.

Elected Officials at WHPOA Annual Meeting

Our Councilmember Paul Koretz and our Assemblymember Sebastian Ridley-Thomas are guest speakers at the WHPOA Annual Meeting scheduled for Tuesday November 1, 2016, at Westwood Presbyterian Church, 10822 Wilshire Blvd. (next to the iPic Theater).  Also appearing is our wonderful Los Angeles Police Department Senior Lead Officer Chris Ragsdale.  Come at 6:30 p.m. for socializing and munchies.  The agenda starts at 7 p.m. with election of Board members.  Our annual meeting is always a great opportunity to meet our elected officials and greet old and new friends.

Waterwise plants at UCLA

Soon after our WHPOA Board discussion of the DWP’s offer to compensate homeowners who replace turf with water-saving plants, I noticed that UCLA is re-landscaping the area near the Law School and Murphy Hall with lots of really terrific looking drought tolerant plants. These campus plants would also grow well in our gardens, so I asked for the plant list, which UCLA’s Office of Sustainability was happy to provide along with the information that the campus has pledged to replace 73,000 square feet of ornamental turf as part of its response to the Mayor’s call for a sustainable Los Angeles.

The plants currently being installed near the Law School include Lantana Montevidensis; Leymus “Canyon Prince”; Dietes Butcheriana; Dietes Grandiflora; Westringia “Blue Gem”; Lomandra “Katies Bells”; Callistemon “Lil Better”; Olea Europea “Little Ollie.” The campus has other interesting drought-tolerant plantings, including sedges and meadow grasses at Stein Plaza and meadow grasses opposite Parking Structure 2.
